effect that the Imperial Maritime Customs shall have sole control of matters connected with registration. The mismanagement of the collection of Chinese duties before the establishment of the Imperial Maritime Customs is sufficient illustration to warrant traders in asking for this protection where such important interests are involved.

This Committee are of opinion that paragraph 5 of the Patent Office revision should be entirely omitted, because, were it enforced, claims to register trade-marks originally British, but since registered by other nationals in their own countries, might be advanced, and cause complications.

The Committee are also of opinion that the fees which it is proposed to charge are very much too high.

The Committee have the honour to submit the above remarks to His Majesty's Government, trusting that they will receive earnest consideration.
